Thank you, Chair, for organizing this meeting, and also let me thank all the briefers for their valuable input.
There is a certain momentum towards a peaceful and stable Central African Republic (CAR), however, still with enormous fragility and unpredictability.
Despite the unilateral ceasefire declaration last October, heinous assaults by armed groups continue, rendering numerous people displaced and making women and children further vulnerable. Violations of the Status-of-Forces Agreement and rampant hostile activities against MINUSCA also conjure serious concerns.
Ending impunity and establishing the rule of law is fundamental for peace and stability. A culture of impunity allows recurrence of violence, including conflict related sexual violence. This vicious cycle must be eliminated by further institution building in justice and law enforcement sectors. In this regard, the ongoing work of the Special Criminal Court and the Truth, Justice, Reconciliation and Reparations Commission is welcomed.
Since 2014, Japan has provided support to the UN Team of Experts on the Rule of Law and Sexual Violence in Conflict in CAR. Together with the team, we worked to strengthen law enforcement and the judicial response to conflict-related sexual violence in CAR to deliver much needed justice.
Mitigating the prolonged human security crisis, especially of IDPs, must remain high on our agenda as well. Japan focuses on ensuring people’s access to basic human needs.
Food is one such example. Acute malnutrition remains a major cause of morbidity and mortality in children in CAR. Food security for the most vulnerable should be protected. In partnership with WFP, we have been providing nutritional treatment to children in conflict-affected areas.
Another one is access to medical services. By teaming up with ICRC, Japan has been contributing essential medical supplies, improving infrastructure, and training staff in health facilities.
Japan continues to play its part for peace and stability in CAR together with regional and international organizations.
