平和構築委員会(PBC)ギニアビサウ国別会合における水田公使参事官ステートメント
令和4年2月22日
I thank Ambassador Costa Filho for convening this meeting, and I deeply appreciate H.E. Ms Salome dos Santos, as well as UN representatives for their informative briefings on the government’s ongoing efforts.
The recent developments highlight the challenge Guinea-Bissau faces to further consolidate their democracy, together with the need for strong support from the international community, including through the PBC. Concerning the way forward, Japan supports the eight peacebuilding priorities identified in the UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026, of which I would like to stress the importance of two in particular.
First, we continue to believe that inclusive and meaningful political dialogue is the key to bring stability to the country. Critical to this objective is the implementation of the commitments made in the Conakry Agreement and the ECOWAS roadmap. We encourage Bissau-Guinean leaders to accelerate their efforts to improve governance and implement much needed reforms, particularly in the security and judicial sectors, with special consideration for the inclusion of women, youth, and minorities.
Second, it is imperative to strengthen democratic and accountable institutions and enhance the capacity of state organs to function effectively, in accordance with the country’s Constitution. In this context, Japan has supported, through UNDP, a project to strengthen state institutions such as the National Assembly and the justice system.
Looking ahead to TICAD8 to be held on 27 and 28 August this year, Japan renews its commitment to seeking further support for Guinea-Bissau’s peace and stability.
I thank you, Mr. Chair.
