第80 回国連総会議題123「国連システムの強化」:決議採択における御巫大使による投票理由説明

令和7年12月12日

(As delivered)

Thank you, Madam President.

I also thank Norway and other Member States for their initiative.

We appreciate the effort by the ICJ in clarifying Israel’s obligations under international humanitarian law.

Japan voted in favor of the draft resolution.

This underscores not only our long-standing position but also our conviction that the still-dire humanitarian situation in Gaza demands urgent, principled action.

We have consistently urged Israel to fully comply with its obligations under international humanitarian law and to cooperate closely with international organizations, including UNRWA, so that aids can be reached to those most vulnerable. In this regard, recent reopening of Allenby/King Hussein crossing is a welcoming development.

This resolution should meaningfully contribute to ongoing efforts to advance the humanitarian and recovery work, as well as the future roadmap for peace in Gaza.

Japan once again commends the diplomatic efforts of the concerned countries, including the United States, which led to the adoption of Security Council resolution 2803. In our view, the resolution adopted today must be read in the light of this landmark Security Council resolution and, in this regard, the GA resolution should have included a clear reference to resolution 2803.

Madam President,

After two years of darkness, the people of Gaza and the region deserve nothing less than a genuine and enduring peace—not another cycle of violence.

Preserving the ceasefire is therefore essential. And, Hamas must swiftly return the body of the one remaining hostage and lay down its arms—ensuring that atrocities such as those committed on October 7 can never occur again. Steady movement toward the next phase of the peace plan must follow.

Japan will not stand idle. Our contributions to the lifesaving humanitarian assistance, early recovery, and reconstruction will continue for the people of Gaza—people who have endured unimaginable suffering.

Japan will play its part in implementing President Trump’s comprehensive plan; this includes the deployment of Japanese experts to a transitional governance mechanism.

Through these efforts, Japan will remain firmly committed to supporting international endeavors toward the realization of a two-state solution. Because in the end, only that vision can bring a lasting peace in the region and beyond.

I thank you, Madam President.
