COP31に関するPGA主催特別会合「未来に適した地球:気候行動による信頼の回復」における御巫大使ステートメント

令和8年10月16日
Mr. President, Excellencies, Distinguished Delegates,

On behalf of Japan, I thank H.E. Khalilur Rahman, President of the General Assembly, for convening this timely event. Japan stands ready to work closely with Türkiye and Australia for a successful COP31.

To address the adverse effects of climate change, we must accelerate global emission reductions. Mitigation remains the indispensable foundation of climate action. Japan’s total emissions continue their downward trend, and we place the highest priority on advancing mitigation discussions.

To achieve the 1.5°C target under the Paris Agreement, we must not only extend the Mitigation Work Programme beyond 2026, but also evolve its modalities, to enabling effective discussions and decisions on scaling up both mitigation ambition and implementation towards 2030 and beyond.

As climate-induced disasters intensify, adaptation efforts, in addition to mitigation, have become an urgent necessity, particularly for the most vulnerable countries. Regarding the Global Goal on Adaptation, it is essential to advance the technical work to operationalize the Belém adaptation indicators. This process should be expert-driven, grounded in scientific evidence and technical validity as much as possible, and guided by a lean and efficient framework.

In this context, drawing on lessons learned from frequent domestic disasters, Japan has built extensive knowledge and we remain fully committed to global disaster risk reduction efforts.  In fact, guided by this experience, we actively support capacity-building and the formulation of localized disaster management plans aligned with the Sendai Framework, and share cutting-edge early warning technologies.

In order to advance both mitigation and adaptation efforts, the Means of Implementation (MOI), including climate finance, is also essential. Relying solely on public funds from traditional developed country Parties has clear structural limits, especially amid a constrained fiscal environment and the urgent needs of the most vulnerable countries. It is therefore critical to mobilize various financial flows, including by broadening the contributor base and scaling up private capital. The New Collective Quantified Goal provides the foundation, and future discussions should build steadily upon this agreed framework.

Thank you.
