「未来のための約束」の実施に関する非公式対話（未来のための約束－2028年に向けて）における御巫大使のステートメント

Thank you, Mr. President.
 
Let me express our sincere appreciation for your leadership to maintain momentum for the implementation of the Pact, including hosting this important dialogue.
 
The UN is currently at a major turning point towards transformation, and to support this transformation and ensure the implementation of the Pact, steady progress through relevant processes is necessary. Today, I would like to mention ongoing processes in four key areas; namely: digital cooperation, sustainable development, peacebuilding, and UN reform, and highlight the significance of 2028 in these respective processes.
 
First, we are now negotiating the modalities of the Panel and Dialogue in the area of digital cooperation, and we look forward to starting multi-stakeholder discussions, after we agree on the modalities, towards the High-Level review of the GDC during the 82^nd session of the General Assembly. It is difficult to predict outcomes of this process due to the rapidly changing nature of the issues involved, but 2028 will be an important milestone for reviewing our efforts under the GDC.
 
Second, sustainable development. The year 2028, which is two years before 2030, should be a valuable opportunity for assessing the progress towards 2030. The SDGs Report prepared annually by the Secretariat, among other inputs, should be fully utilized for the comprehensive review in 2028 so that Member States can redouble their efforts towards 2030.
 
Third, in the area of peace and security, the outcome of this year’s PBAR is crucial for the implementation of the Pact. The result of PBAR should be steadily implemented toward 2028, and the 2028 review should provide a good opportunity for taking stock before the next PBAR in 2030.
 
Fourth, the governance reform in Chapter V of the Pact is a crucial element of its implementation. Security Council reform has a fundamental importance for the entire international order, and we strongly expect tangible progress will be made in the intergovernmental negotiations towards the 2028 review, if not earlier.
 
Mr. President,
 
The substantive advancements based on the Pact and its annexes in these processes will be instrumental in ensuring the tangible implementation of the Pact. To ensure balanced and steady implementation, overall project management is necessary. Negotiations in different domains tend to fall into silos. Therefore, setting the pace of cross-sectoral progress through regular dialogues under the leadership of the PGA is crucial, and Japan welcomes the PGA’s initiative and leadership in this regard.
 
Please rest assured that Japan will constructively contribute to all relevant processes.
