Thank you, Madam Chair, for convening this meeting.
 
Japan welcomes the presence of and the statement by H.E. Mr. Carlos Vila Nova, President of São Tomé and Príncipe, and also thanks Mr. Abarry and the other briefers for their insightful remarks.
 
Japan applauds the leadership of São Tomé and Príncipe, a model of stability and democracy in Central African region, for recognizing its challenges in the justice and security sector, and approaching the UN, including the PBC, for support. As a staunch advocate of further utilization by Member States of the PBC, Japan welcomes São Tomé and Príncipe’s initiative.
 
Madam Chair,
 
Strengthening the rule of law is essential for sound national governance and development, leading to greater transparency, fairness, and resilience in society. We appreciate the development of a PBF project to support São Tomé and Príncipe’s justice and security sector reform, building on our last PBC meeting.
 
We are further encouraged to learn today of São Tomé and Príncipe’s newly developed national prevention strategy. The importance of conflict prevention cannot be overemphasised. During the Security Council Open Debate on “Promoting Conflict Prevention” which Japan convened in March last year as the President of the Council, the use of the PBC in support of nationally led comprehensive conflict prevention was advocated by many participants. Today’s meeting is a good example of the utilization of the PBC.
 
We also note with appreciation the inclusion of International Financial Institutions (IFIs) as future partners for the country in the revised Resource Mobilization Plan. Bolstering collaboration with IFIs while capitalizing on the catalytic effect of the PBF is a good approach in the design and implementation of projects from a mid- to long-term perspective.
 
Madam Chair,
 
Japan has been continuously championing the importance of the rule of law and supported countries’ national efforts to build legal institutions and develop human resources.
 
As part of such cooperation, we have been hosting the “Tokyo International Law Seminar” since 2023, providing government officials from Africa and Asia an opportunity to learn together with internationally renowned legal scholars and practitioners. We look forward to welcoming more participants, including from São Tomé and Príncipe.

To conclude, São Tomé and Príncipe may well become a shining example of well-coordinated and successful cooperation between a host country, the PBC, PBF, regional organizations, IFIs and other partners. Japan remains committed to providing support both bilaterally and through the PBC.
