Thank you, Mr. Chair.
 
Let me begin by expressing my gratitude to you for convening this important meeting. The responsible use of AI is fundamental to supporting the maintenance of international peace and security. We therefore welcome this Arria Forum Meeting.
 
We share a common understanding that AI brings both opportunities and risks. It is necessary to mitigate these risks in order to leverage AI to its full potential and to ensure its security and trustworthiness. In this regard, I would like to touch upon three points, which Japan thinks critical to discuss AI.
 
First, it is essential to make certain the rule of law prevails and take appropriate measures throughout the entire lifecycle of military AI capabilities, in particular, upholding human-centered principles and ensuring compliance with international legal obligations, particularly IHL.
 
There is an urgent need to deepen the discussion and enhance international cooperation to ensure responsible use of AI in the military domain. In this context, we would like to express our support for relevant initiatives with a view to ensuring international security, stability, and accountability, in accordance with international law obligations, including the "Responsible AI in the Military Domain (REAIM)" and the "Political Declaration on Responsible Military Use of AI and Autonomy." We also believe that the Group of Governmental Experts of the CCW should continue to play a central role to establish rules for lethal autonomous weapon systems.
 
At the same time, we are engaging in relevant discussions in the UN to make sure that various initiatives related to AI applications in the military domain develop in a synergistic and complementary manner.
 
Second, the rule of law and human security should serve as the foundation for the responsible development and use of AI in wider areas, in particular when we face serious challenges of disinformation which destabilise international relations and pose threats to human rights. 
 
Third, we welcome the efforts by the relevant UN organs to utilize AI for mediation and peacebuilding activities, as well as peacekeeping operations. Also, we believe that there is great potential for AI in the work of the UN related to peace and security, including early warning systems for conflicts, sanctions implementation monitoring, and counter-terrorism activities.
 
Mr. Chair,
 
Let me conclude by emphasizing that the Security Council needs to continue to systematically consider the impact of scientific and technological developments on international peace and security. Japan hopes that today’s Arria Formula meeting will contribute to raising awareness and deepening understanding about these challenges.
