平和構築に関する安保理アリア・フォーミュラ会合における御巫大使ステートメント

令和8年1月12日

(As delivered)

Thank you, President.

I thank Somalia for convening this meeting.

Promoting inclusiveness is of particular importance to consolidate ownership and legitimacy in the process of achieving peace. This is critical in ensuring a smooth transition from conflict to sustainable peace and development.

Today, I would like to highlight three points.

First, the Peacebuilding Commission (PBC) remains a key asset for Member States to advance inclusivity in peacebuilding and conflict prevention efforts. The PBC provides a unique platform that brings together all relevant actors such as national governments, UN entities, IFIs, regional organizations, and civil society to jointly consider peacebuilding needs and strategies. In this regard, PBC discussions can meaningfully inform the Security Council’s deliberations, in particular when the Council considers the mandates of UN peace operations. To this end, early requests for advice from the President of the Security Council are crucial to ensure that the PBC provides its inputs well in advance before decisions are finalized.

Second, regional organizations also have a role to play in promoting inclusivity in peacebuilding processes through their connections with local actors. Based on this understanding, Japan has collaborated with regional organizations such as the AU and ASEAN to advance the WPS and YPS agendas through workshops and trainings. Coordination between the United Nations and regional organizations is also instrumental, as demonstrated in last year’s PBC–AUPSC meeting where substantive exchanges generated practical ideas to further advance the YPS agenda. Such engagements could be explored with other regional organizations in the future.

Finally, the Peacebuilding Fund (PBF) plays an indispensable catalytic role that contributes to strengthened synergies among peacebuilding efforts, including during mission transitions. By working closely with peace operations and UN Country Teams, the PBF helps bridge peace and development efforts. Japan is proud to be one of the long-standing contributors to the PBF and has been participating actively in related activities and discussions aimed at further enhancing the Fund’s impact on the ground.

In conclusion, I would like to reaffirm Japan’s commitment to support inclusive and sustainable peacebuilding and conflict prevention.

I thank you.
