Statement by Mr. KUMASHIRO Masayuki
Adviser, Permanent Mission of Japan to the United Nations
At the Conclusion of the 66th Session of the Committee for Programme and Coordination
Thank you, Mr. Chair.
My delegation would like to express our appreciation to you and the Bureau for your leadership during the CPC’s 66th session. My delegation would also like to thank the Secretariat for its hard work and support provided throughout the session.
My delegation also wishes to thank the distinguished members of this Committee who worked tirelessly throughout difficult negotiations to reach consensual agreements on the programmes. Regardless its efforts, however, it is regrettable that this year we were not able to provide conclusions and recommendations on any programmes.
As a result, the Member States have not been able to provide any clear guidance the United Nations needs on essential matters. That is not the message this Committee intends to send. We therefore encourage all Member States of this Committee to keep engaging with renewed flexibility and a problem-solving spirit so that our upcoming sessions yield concrete outcome.
It is important to remind ourselves that as an elected group of Member States, we have a duty to the United Nations, to be faithful to the mandates, with which this Committee had been entrusted, by both the General Assembly and ECOSOC. In this regard, I would like to reiterate the importance of the unique work of the Committee, which plays a technical role in reviewing and ensuring that the proposed programme plans reflect respective mandates.
Given that each country has its own distinct positions, arguments and concerns, it is essential to listen to one another and seek to understand their perspectives if we are to fulfil the mandate entrusted to us and, ultimately, ensure that the United Nations remains a meaningful organization for generations to come.. To that end, I would like to recall once again the spirit of multilateral diplomacy.
