Thank you, Mr. President,

On behalf of the Government of Japan, I would like to welcome the convening of this High-level Meeting.

Trafficking in persons is a grave violation of human rights, as well as a serious crime committed across borders.

The social and economic impact of the COVID-19 pandemic affects the lives of the most vulnerable people and could cause an increase in trafficking. In this backdrop, Member States should redouble their efforts to eliminate this crime from the perspective of human security.

Mr. President,

The fight against trafficking in persons is our priority. Our Government takes comprehensive measures based on the “2014 Action Plan to Combat Trafficking in Persons.” As required by this Plan, the Government follows up on its implementation by issuing an annual report on measures taken and thus raises awareness among citizens.

Close coordination among relevant agencies to crackdown on this heinous crime, together with identifying and protecting victims, enables us to address all types of trafficking, including in women and children for sexual exploitation.

Mr. President,

The United Nations Convention against Transnational Organized Crime and its supplementary Protocol play a central role in the fight against trafficking in persons. Japan became a party to these instruments in 2017 and has implemented them fully and effectively since then. Our government welcomes the establishment of a mechanism for the review of their implementation and will be proactively engaged in the first review phase which Japan is subject to.

Mr. President,

In addition to our efforts at the national level, building strong global partnerships is of our utmost interest.

In this regard, Japan has been holding a Japan-UNODC Strategic Policy Dialogue annually since 2013.

Japan has also been providing technical assistance in various antitrafficking projects developed by UNODC and other organizations. For example, Japanese experts are engaged in victim support and rehabilitation measures, which enabled more than 300 victims to return home safely, in collaboration with the IOM. We also welcome that the Japan-ASEAN Integration Fund (JAIF) has been utilized to implement projects to confront this crime.

In concluding, I would like to reiterate the importance of taking concerted action to end this crime in close cooperation with other member states, relevant UN organizations and civil society.
