Madam President,
As the international community faces various crises, it is important to assess the situation on the ground through the lens of human security focusing on addressing the most vulnerable populations and individuals as "agents of change," and to continuously review UNDP's role and functions to address this.
Recognizing that UNDP's comparative advantage lies in its ability to cover a wide range of areas and provide a variety of tools based on the situation in each country, we would like to see UNDP continue to cooperate with and complement humanitarian agencies in response to those crises, as it did in Ukraine with explosive ordnance clearance and debris removal. Of course, we must not forget assistance to provide basic services from a development perspective, as in Afghanistan, to help make livelihoods sustainable and increase community resilience.
As many developing countries face food and energy crisis and social and economic transformations, such as green and digital transitions, one of UNDP’s most important roles is to support "investment in people" and institution-building, including in the financial and fiscal sectors, from a medium- to long-term perspective.
I greatly appreciate UNDP for co-organizing TICAD 8 in Tunisia last weekend, and I appreciate the Administrator for his attendance. Talking about development in Africa, it is important to boost investment in people and private investment, as well as to enhance transparency in development financing.
On financing, in order to maintain consistency throughout the UN system and to incentivize donors, it is important for us that transparent and credible data, integrating both humanitarian and development categories, be provided. Such efforts would also be beneficial in overcoming obstacles in discussions on the Humanitarian-Development-Peace Nexus or "triple nexus". We look forward to your more in-depth discussions with Member States on obtaining development financing.
