国連ハイレベルダイアログ「私達が望むアフリカ:国連システムの優先事項としてのアフリカの開発の再確認」ラウンドテーブル2における木村大使ステートメント

Thank you, Mr. Moderator. We are grateful to the speakers for sharing their experiences in the implementation of the 2030 Agenda and Agenda 2063.

As African countries seek to recover from the COVID-19 pandemic, escalating food and energy prices due to Russia's invasion of Ukraine are having an enormous impact on African economies and societies. In these circumstances where human security is being threatened, now is the time for the international community to work together to address Africa's development challenges in the spirit of solidarity.

Japan is going to host the Eighth Tokyo International Conference on African Development (TICAD 8) in Tunisia in August, where Japan and African leaders will meet and discuss to set out the pathway for African development. TICAD 8 will focus on the following elements:
  • First, in the area of the economy, we will focus on strengthening a free and open international economic system by further promoting private investment, supporting businesses that solve social issues, especially start-ups, and addressing unfair and opaque development finance.
  • Second, in the area of society, the focus will be on the realization of a sustainable and resilient society, with an eye to the post COVID-19 era. Efforts in the health sector, such as devising countermeasures against infectious diseases, as well as in the environmental sector, including capacity building for youth and women, and climate change countermeasures, will be also discussed.
  • Third, regarding peace and stability, we believe that sustainable peace and stability are essential for Africa's further development. Japan will support Africa's own efforts to consolidate democracy and promote the rule of law by supporting the implementation of transparent elections, institution building, and strengthening governance.
Through TICAD 8, Japan will continue to be a reliable partner for Africa and strongly support development led by Africans themselves. As we become a non-permanent member of the Security Council next year, Japan will further cooperate with the UN, African countries, and the international community in discussions on African development and contribute to Africa's sustainable development.
