Second Resumed Session of the Fifth Committee, 75th General Assembly


 
Mr. Chair,
 
My delegation would like to express our sincere appreciation to Your Excellency for your leadership in guiding the work of this Committee, to which it owes so much of its successes during this 75th Session of the General Assembly. We are similarly very grateful to all the members of the Bureau and the Secretariat, in particular the Fifth Committee Secretariat, for their hard work and valuable support.
 
Mr. Chair,
 
As I said in my statement at the opening of this session, Japan has been and remains a strong supporter of UN Peacekeeping Operations. Japan welcomes that the Committee agreed to provide adequate funding to the 2021/22 Peacekeeping budget, which enables missions not only to continue to deliver their critical mandates while uncertainties still remain in the field, but also ensure the safety, security, and health of its personnel. We especially welcome concrete progress in the effective and efficient use of resources, especially on the issue of posts that have been vacant for 24 months or longer.
 
Although we were unable to adopt a so-called ‘cross-cutting resolution’, my delegation is pleased that the Committee was still able to provide guidance to the Secretariat on a wider range of significant policy issues. We strongly hope that requests by the General Assembly to enhance transparency, accountability and management will be fully implemented by the Organization.
 
We would like to thank all groups and delegations for their flexibility and pragmatic engagement throughout the session to reach consensus on a broad number of items.
 
Mr. Chair,
 
Unfortunately, the Committee was unable to conclude this peacekeeping session within the time officially allocated. Looking ahead, my delegation would like to encourage all delegations to make efforts to improve efficiency by taking advantage of the current remote working methods where appropriate. We also believe that working late into the night and early morning should be the exception rather than the norm for decision-making in this Committee.
 
In closing, I would also like to welcome Ambassador Mher Margaryan of Armenia, as the incoming Chair of the Fifth Committee. In the 76th Session of the General Assembly, I look forward to working with him and his team, as well as all delegations in the Committee in the spirit of constructive cooperation, consensus building, and compromise.
