国連女性機関2021年年次会合における木村大使ステートメント

I would like to thank the President, Ambassador Kabba, for organizing this annual session.
 
At the outset, I would like to join the others in thanking Executive Director, Ms. Mlambo-Ngcuka, for her leadership and contribution for the past eight years. Madame Mlambo-Ngcuka has shaped, guided, and shown the way forward for the UN Women as the leading agency in promoting gender equality and empowerment of women, not just within the UN system, but also globally. We would like to commend the achievements made in the past ten years, and especially in the challenging year of 2020, as highlighted in the Executive Director’s annual report.      


Mr. President,
 
First, I would like to express our support for the overall direction of the revised Strategic Plan, which reflects a new orientation responding to the changing international environment affected by the pandemic. I appreciate the Secretariat for their frequent engagements with member states on the strategic plan and other issues in preparation for this Executive Board meeting. We will cover specific points in the later segment.  
 
Second, I would like to state a few points on the triple mandates. On norms and standards, I appreciate the contribution of UN Women to gender-responsive disaster risk reduction legislation, strategies and plans in 42 countries. We expect UN Women to further develop new gender-responsive policies and assessments on this important issue. On coordination, Japan expects UN Women to take an active role in the repositioning of the UN development system, enhancing and making its expertise recognized. In this regard, UN Women should establish best ways to support resident coordinators in both resident and non-resident countries. I would like to ask the secretariat to share with us some examples of best practices. On operation, I commend UN Women for its continuing global response to COVID-19, and I am glad to update that the COVID-19 response and recovery projects in Africa, Asia and the Middle East, to which Japan contributes over 12.8 million USD this year have begun. We expect their steady implementation. 
 
Third, we noted that the draft integrated budget estimates for 2022–2023 envisages the increase in development activities. We trust that UN Women will further enhance efficiency and effectiveness in implementation, management, and communication as its activities expand.
 
Japan affirms its support and partnership with UN Women at this critical time.
