Madam President,
 
The world is facing compounded threats to human security, including the COVID-19 pandemic, climate change, natural disasters, and conflict. On top of that, the international community has witnessed Russia's invasion of Ukraine, which infringes Ukraine's sovereignty and territory, violates international law, and shakes the very foundations of the international order.
 
Against this backdrop, we welcome the UNDP's tireless efforts to build resilience while "leaving no one behind.” Welcoming the new Strategic Plan (2022-2025), which aims to transform the UN development system, Japan will continue to support UNDP to support countries to implement transformative changes to overcome humanitarian and development challenges and to achieve the 2030 Agenda. For example, on the situation surrounding Ukraine, Japan provided 4.5 million USD through UNDP to support emergency mine clearance and the removal of rubble and debris. In the area of climate change, Japan provided 42 million USD to UNDP to support the realization of national climate pledges in 23 countries and regions; we strongly expect that this project will bring tangible results.
 
Madam President,
 
Addressing complex global issues requires a holistic approach through a human security lens. The concept of human security, which was featured by the special report launched by UNDP in February, takes a comprehensive view of multidimensional crises and focuses on solidarity in addition to the protection and empowerment of each individual. This provides an important perspective for the UN system to restore trust and focus on the potential of people as “agents of change” to find solutions to the ever-changing threats to humanity of our time. We look forward to the launch of a new special report of human security in Africa by UNDP, and we hope that this initiative will have a synergistic effect with TICAD 8 to be held in late August to address the challenges facing Africa.
 
Madam President,

Despite the decades-long debate on the humanitarian-development nexus, and the humanitarian-development-peace nexus, obstacles still remain. Closer coordination is urgently needed to deliver to those most in need in the event of a human security crisis. More specifically, we believe that policy documents on humanitarian assistance, including flash appeals and policy documents on early recovery and development, should be issued in a timely and harmonized manner, and that both systems should function well together in places such as Afghanistan, where Japan has been supporting UNDP’s activities. We hope that UNDP will further demonstrate its leadership to reduce the barriers.
