Ambassador of Japan to the United Nations
First Resumed Part of the 76th Session of the Fifth Committee
of the United Nations General Assembly
Mr. Chair,
At the conclusion of this session, I would like to thank the Chair of the Committee, the Bureau members, and the Fifth Committee Secretariat for facilitating the discussion.
Regarding Human Resources Management, regrettably, I have to repeat the same statement as in previous years. No resolution was adopted again and we, the Member States, have failed to give guidance to the Secretary-General. Although greater progress was made in the negotiation than in previous years, we are of the view that it is time to explore new approaches, including the discussion modality, so as not to repeat the same consequence in next year’s discussion.
Another important agenda item in this session was improving the financial situation of the UN. Member States had an opportunity to address the liquidity problem, however we were one step short of an agreement. We thank all Member States who have shown flexibility, and encourage the Committee to continue this momentum in the following session to be able to reach consensus.
Mr. Chair,
My delegation is pleased that the Committee managed to find common ground on several important items such as the JIU and the UNSMIL. I would like to reiterate the critical importance of this Committee, which is entrusted with the responsibility for administrative and budgetary matters of this Organization, and encourage all Member States to maintain our positive spirit of constructive cooperation and consensus building in the upcoming Second Resumed Session, where we will discuss important items related to the UN peacekeeping operations.
Finally, I wish all my colleagues a well-deserved and restful weekend, and I look forward to seeing you in the next session.
Thank you.
