第5回国連LDC会議(第一部)における木村大使ステートメント

I would like to begin by expressing my appreciation to Qatar for hosting the Fifth United Nations Conference on the Least Developed Countries (LDC5) during this difficult time. I would also like to thank Malawui and UN-OHRLLS for their contribution.
The COVID-19 pandemic and multiple global challenges are severely and simultaneously negatively affecting the survival, livelihoods, and dignity of the people in LDCs. It is obvious that we cannot further delay the adoption of the Doha Program of Action (DPoA), which will guide LDCs over the next decade to achieve the SDGs and build back better from COVID-19. Today’s adoption clearly shows the solidarity of the international community with LDCs.
The DPoA comprehensively addresses a wide variety of challenges facing LDCs, such as COVID-19, climate change, and natural disasters, in a well-balanced manner thanks to active participation and strenuous efforts of the Member States during the negotiation process. The DPoA also provides us with a solid basis for drafting other UN documents relating to LDCs in the future. In this regard, I would like to commend the tremendous efforts by Bangladesh and Canada as co-chairs of the preparatory committee.
In the DPoA, my delegation would like to stress the importance of human security. Today, threats against people on the ground are becoming more deeply interconnected, and people are becoming more deeply interdependent. As the UNDP special report on human security launched in February suggests, solidarity is essential alongside the protection and empowerment of individuals, in particular, those in the most vulnerable situations, in tackling the challenges facing LDCs.
Also, the quality infrastructure investment plays a vital role in closing the infrastructure gap in LDCs. As we implement the DPoA, Japan encourages all UN Members to promote infrastructure investment in consistent with the G20 Principles for Quality Infrastructure Investment.
Going forward, the international community must scale up its efforts, building on the DPoA and maintaining this momentum over the next decade. On our part, Japan is ready to actively contribute to the implementation of the DPoA.
To conclude, I would like to reiterate Japan’s commitment to LDC5 and continued support for LDCs. Japan is looking forward to the second part and a meaningful discussion with LDCs.
