First Resumed Part of the 76th Session of the Fifth Committee
of the United Nations General Assembly

 
 
Mr. Chair,
 
Let me begin by thanking you as Chair of the Fifth Committee, the bureau members, all the Secretariat staff involved, and the members of the ACABQ for their valuable contributions and tireless work to make this Committee’s work possible. I would also like to congratulate the Islamic Republic of Pakistan for assuming the Chairmanship of the Group of 77 and China.
 
Mr. Chair,
 
Since we gather here today for the first time since December, I am also obliged to touch upon the grave ongoing incident that started during our recess. I take this opportunity to express our full solidarity with the people of Ukraine and call on Russia to heed the overwhelming voice of the international community, reflected in the General Assembly resolution adopted this week.
 
 
Mr. Chair,
 
During this relatively short session, the agenda items before us include important issues such as accountability, supply chain activities, after-service health insurance, improving the financial situation of the UN, and above all, human resources management. My delegation will carefully consider these agenda items on their own merits, as well as in light of ensuring better delivery on the Organization’s mandates through making the UN stronger, more integrated, and more accountable.
 
In particular, human resources management is a key element of the effective and efficient operation of the Organization. However, regrettably, we should be mindful that we, as Member States, have failed in previous years to give appropriate guidance to the Secretary-General and to promote his efforts toward a more effective, efficient, and inclusive Organization. As Member States, we should redouble our efforts in this regard and strive to give proper guidance, while fully taking advantage of negotiations by clusters and more focused discussions of each item.
 
Mr. Chair,
 
Lastly, my delegation reiterates the critical importance of preserving the role of the Fifth Committee, which is entrusted with the responsibility for administrative and budgetary matters of this Organization, and the long-established practice of this Committee of achieving agreement by consensus. 
 
I assure that my delegation will engage in all the discussions of this session in a positive and constructive manner.
