Mr. President,
 
I thank Ms. Ilze Brands Kehris and all the briefers for their remarks.
 
10 years have passed since the outbreak of the Syrian crisis. Japan is deeply concerned about the deteriorating human rights and humanitarian situation on the ground. The COVID-19 pandemic exacerbates the suffering of the most vulnerable such as women, children, people with disabilities, refugees and internally displaced persons. As we recalled during the annual General Assembly Resolution on the human rights situation in Syria, the human rights and fundamental freedoms of all people in Syria must be fully protected without delay. Japan urges all parties to armed conflict to stop the violence, respect international human rights law and humanitarian law in all areas in Syria, and ensure safe, rapid and unimpeded humanitarian access to the population in need.
 
Accountability is critical for sustainable peace in Syria. Japan will not tolerate impunity for those responsible for gross human rights violations throughout the conflict. The use of chemical weapons is also impermissible under any circumstances. Perpetrators of such acts must be identified and held accountable.
 
Mr. President,
 
Japan has concerns over the longstanding stalemate as well as the loss of momentum for the settlement of the crisis. The Syrian crisis will never end without a political solution in line with Security Council Resolution 2254. Continued dialogue among the Syrian people is essential for advancing the political process. We urge all relevant parties, including the Syrian government, to play a constructive role in the Constitutional Committee to make substantial progress.

In addressing this crisis, Japan continues to play its part under the renewed commitment of the international community towards a sustainable solution to the Syrian crisis.
