Statement by Mr. KAWASAKI Yuta
First Secretary, Permanent Mission of Japan to the United Nations

Closing Statement
First Resumed Part of the 78th Session of the Fifth Committee
of the United Nations General Assembly
Organization of Work

Mr. Chair,

At the conclusion of this session, I would like to thank the Chair of the Committee, the Bureau members, and the Fifth Committee Secretariat for facilitating the discussion. I would also like to express my gratitude to all the facilitators for their tireless efforts and tremendous contributions to guiding and expediting the negotiations.

Mr. Chair,

In our opening statement, we mentioned last year’s resolution on human resource management, which we finally adopted after over six years of negotiation and success of providing solid guidance to the United Nations toward achieving a more effective, efficient, and inclusive organization. Regrettably, I have to make the statement that we could not reach a consensus to adopt the comprehensive resolution this time and we, the Member States, have failed to give solid guidance to the Secretary-General. Although some progress was made in the negotiation, we are aware of remaining divergence on various issues on human resource management. In order to continue on providing guidance, we need to review the approaches so as not to repeat the same consequence in next year’s discussion, in which more comprehensive reports are coming to the Committee.

My delegation acknowledges that the Committee did manage to find common ground on a few important items that required urgent resources and guidance. We would like to encourage all Member States to maintain this positive spirit of constructive cooperation, in particular, consensus building and compromise in the future Session, where we will be discussing important issues to the United Nations toward achieving a more effective, efficient, and inclusive organization.

Finally, I wish all my colleagues a well-deserved and restful weekend.

I thank you Mr. Chair.
