総会再活性化第四回テーマ別会合における川村大使ステートメント

Thank you, Co-Chairs,

There can be no doubt that strengthening the OPGA’s accountability, effectiveness, transparency and institutional memory is hugely important to enhancing the work of the GA, the chief deliberative, policymaking and representative organ of the United Nations.

My delegation notes with appreciation the able leadership of PGA Espinosa in steering the Assembly, as well as the dedicated work of all OPGA colleagues throughout the 73^rd session.

Against this backdrop, and as part of the ongoing discussion of the OPGA in the context of GA revitalization, allow me to raise two topics I believe we must consider: the funding of the OPGA and the timing of the election of its highest office, the presidency of the general assembly.

First, we acknowledge the importance of appropriately resourcing the OPGA in order to ensure the effective functioning of its vital role. Our delegation is also mindful of the need to maintain budgetary discipline.

Bearing this in mind, and also taking note of the Assembly’s latest resolution on revitalization, 72/313, Japan has continued to support the Office through voluntary contributions to the Trust Fund.

Second, alongside our discussion on the opening date of the General Assembly, we should continue to pay attention to the timing of the election of the PGA. Promoting the efficiency and effectiveness of the Assembly’s work lies at the heart of both discussions.

For the OPGA in particular, moving the election to an earlier date would provide a PGA-elect with valuable time necessary to assemble their team and enable a smooth handover process, and therefore to make better preparation to fulfill its responsibilities.

Let me conclude by reiterating our delegation’s unswerving support to this Assembly and to its highest office as an integral part of the revitalization process.
