第81回国連総会第3委員会「ハンセン病特別報告者」ベアトリス・ミランダ氏とのインタラクティブ・ダイアローグにおける河原公使ステートメント

令和8年10月22日

(As delivered)

Thank you, Madam Chair and Madam Special Rapporteur,

Japan appreciates the valuable efforts of the Special Rapporteurs since the establishment of the mandate in 2017 to promote the human rights of persons affected by leprosy and their family members.

With regard to NTDs, Japan recognizes that persons affected by NTDs may face various difficulties and that human rights issues may arise in such contexts.

However, we believe it is problematic to simply carry over WHO health-based groupings into the human rights framework without a sufficient analytical basis. The human rights dimensions of leprosy are unique in many senses. Further analysis and discussion are needed on the commonalities and differences in human rights challenges across different NTDs, and on whether and to what extent the experience relating to leprosy can be applied to other NTDs.

Japan considers it premature to draw broader conclusions at this stage, and looks forward to further discussion and analysis on these important issues.

I thank you.
