The United States and Japan have been working closely with Security Council partners for five weeks on a draft Security Council resolution focused on weapons of mass destruction (WMD) in outer space.

This draft resolution, which would be the first resolution on outer space to be adopted by the Security Council, emphasizes our common interest in the exploration and use of outer space for peaceful purposes and recognizes that matters related to outer space can have a significant impact on international peace and security. Toward that end, the resolution affirms our shared goal of preventing an arms race in outer space and the obligations of all States Parties to comply with the Outer Space Treaty, including not to place in orbit around the Earth any objects carrying nuclear weapons or any other kinds of WMD. It further calls on UN Member States to not develop any nuclear weapons, or other kinds of WMD, that are specifically designed to be placed in orbit around the Earth.

Based on our extensive consultations, we believe these are shared principles that the Security Council should unanimously support. Indeed, Member States’ abilities to benefit from satellites for agriculture, weather, and other core functions of their socio-economic activities would be jeopardized by the detonation of a nuclear weapon in outer space.

The United States and Japan also recognize the critical work being done through the General Assembly and the Conference on Disarmament, especially with respect to preventing an arms race in outer space in all its aspects. The resolution emphasizes support for and encourages the advancement of this work.

The United States and Japan remain committed to working with all interested Member States on outer space issues and encourage support for our resolution.
