On behalf of the Government of Japan, I would like to extend our thanks to the Permanent Missions of Indonesia and Mexico for their tireless efforts in finding mutually agreeable solutions to adopt this resolution by consensus. We would also like to thank all colleagues for their constructive engagement in a difficult negotiation process.
 
Japan is pleased to join the consensus on this resolution, “Science, Technology and Innovation for Sustainable Development,” and we would like to call upon all STI stakeholders to implement the current resolution as a means for achieving an inclusive, sustainable and resilient society.
 
Japan strongly supports the Technology Facilitation Mechanism (TFM) outlined in paragraph 70 of the 2030 Agenda for Sustainable Development, which aims to facilitate multi-stakeholder collaboration and partnerships through the sharing of information, experiences, best practices and policy advice among Member States, civil society, the private sector, the scientific community, United Nations entities and other stakeholders. 
 
We recognize that all of us need to constantly recalibrate our national STI governance guided by the STI Roadmap for SDGs, in order for our society to be better equipped with sound policies, financing instruments, and capabilities. In this regard, it is essential that the TFM functions as an agile mechanism to help us adapt, learn, orient, and collaborate.
 
However, the TFM remains underfunded, and its potential has not been fully tapped yet.
 
We also know that more needs to be done to improve global STI cooperation.
 
To this end, we welcome the reference to a “Partnership in Action” in operative paragraph 10 of the current resolution as a concrete recommendation from the STI session of the HLPF. The Partnership in Action on STI for SDGs Roadmaps is an initiative launched by the IATT during an HLPF side event, with a view to promoting international cooperation on science, technology and innovation policy and planning, and strengthening capacity-building support to developing countries, by bringing together the international community, governments and the private sector.
 
Japan would like to call for more Member States to take part in this important initiative.
