ウクライナの人道状況に関するブリーフィングにおける石兼大使ステートメント

At the outset, I pay my respect to the tireless efforts to address the dire humanitarian situation in Ukraine.
 
Standing with Ukraine, Japan is implementing $300 million worth of emergency humanitarian and reconstruction assistance to the people of Ukraine in the areas of health, medicine, food, and protection of evacuees, such as drones, bulletproof vests, helmets, and winter clothing, bearing in mind the immediate winter preparedness needs in Ukraine.  On top of that, $600 million in financial assistance is provided.   Japan has also accepted evacuees from Ukraine into Japan, provided in-kind contributions in support of the evacuees and air-lifting of UNHCR’s humanitarian relief items by Japan Self-Defense Forces aircraft, as well as personnel contribution in the fields of medical care, health and others.
 
Japan will continue to support Ukraine to ensure a democratic and prosperous future for Ukraine in the medium and long term.
 
The suffering of Ukraine, the breadbasket of the world, is also giving a negative impact on food supplies, with much ramifications on the humanitarian situation around the world.  In this regard, the role played by the UN-led Black Sea Grain Initiative to promote grain exports from Ukraine is extremely important for alleviating the current food insecurity.  In addition, as a response to global food security, Japan is providing assistance totaling approximately $200 million to support the promotion of grain exports from Ukraine. We must demonstrate solidarity as an international community in this manner, too.
 
While doing so, we should also address the main cause of the deterioration of the humanitarian situation in Ukraine and around the world, that is, Russia's aggression against Ukraine.  Russia must immediately cease its aggression and withdraw all its troops and military equipment from the territory of Ukraine within its internationally recognized borders and respect Ukraine's independence, sovereignty, and territorial integrity, as repeatedly called upon by the UNGA resolutions concerned.
