犯罪防止政策における青年の主流化促進(Enhancing youth mainstreaming in crime prevention policies)に関するハイレベル討論における石兼大使によるステートメント

Mr. President,
Excellencies,
Distinguished participants,
 
It is a great pleasure to address this High-Level Debate.
 
In March last year, Japan hosted the 14th United Nations Congress on Crime Prevention and Criminal Justice, or the “Kyoto Congress”, with a record of over 5,600 or more registered participants from 152 countries despite the COVID-19 situation.
 
Its outcome document, the Kyoto Declaration was adopted by consensus and calls for the empowerment of youths as agents of positive change in their communities.
 
Mr. President,
 
Japan is working to empower youths in the field of crime prevention and criminal justice.
 
Youths are the driving force of our future society and key stakeholders in achieving the SDGs.
 
Thus, it is critical that youths think about the future of our society with hope, and we must incorporate their views into our policies.
 
With this in mind, Japan hosted the Kyoto Congress Youth Forum in February last year, before the Congress.
 
More than 150 youths from around the world participated, and discussed themes such as “Youth commitment towards a safe information society”, and adopted recommendations full of fresh perspectives, which were later submitted to the Congress.
 
With the success of this forum, and in order to implement the Kyoto Declaration, Japan decided to organize the “Global Youth Forum for a Culture of Lawfulness” on a regular basis.
 
The first meeting was held last October in Tokyo, with the attendance of nearly 120 youths from 41 countries.
 
Participants discussed issues such as “Crime Prevention and Criminal Justice in the Post-COVID-19 World” and adopted recommendations, which were presented to the Commission on Crime Prevention and Criminal Justice in Vienna.
 
The success of these two forums strengthened our commitment to provide a platform so that youths can better understand issues pertaining to the rule of law as well encounter diverse views.
 
We believe that such platforms will enable us to share our sense of responsibility towards the future across generations.
 
With this conviction, Japan will continue to promote the empowerment of youths.
