第11回緊急特別総会(ウクライナ情勢)における石兼大使ステートメント

Mr. President,

Several hours ago, Ukrainian President Mr. Zelensky described vividly the dire humanitarian situation in Ukraine in his online speech to Japan's Diet. Our heart goes out to all the victims and survivors, including children, women, journalists, and medical and humanitarian personnel. They must be protected. Japan is closely following the ongoing investigation by the ICC Prosecutor in this regard.

The draft resolution A/ES-11/L.2 is critically important. First, it calls upon Member States to take actions to alleviate the severe humanitarian consequences in and around Ukraine. Second, it addresses what has created the severe humanitarian consequences. The draft resolution reiterates the demand for the full implementation of General Assembly resolution ES-11/1 of 2 March 2022, which deplores the aggression by Russia and demands that Russia immediately, completely and unconditionally withdraw all of its military forces from Ukraine. Since the beginning of the aggression, the Security Council’s efforts to stop the unprovoked aggression by Russia have been vetoed. The resolution adopted in the Emergency Special Session of the General Assembly demanded Russia to cease its use of force. The International Court of Justice has ordered Russia to immediately suspend the military operations, as demanded by the resolution. The Secretary-General has also called for Russia to bring its troops back to Russia.
 
Mr. President,

We have been witnessing a permanent member of the Security Council violate its obligations to maintain international peace and security and keep ignoring the calls of the main organs of the United Nations. We are at a critical juncture in upholding the rule of law and the United Nations Charter, and we must act by supporting this resolution, not the one recommended by the aggressor.
