STIフォーラム第1回加盟国ブリーフィングにおける星野大使ステートメント(英文)

(Introduction)
          To begin, allow me to say that it is my great honor to be appointed as Co-Chair of the Multi-stakeholder Forum on Science, Technology and Innovation (STI) for the Sustainable Development Goals (SDGs). I would like to pay tribute to the former Co-Chairs of the forum, Ambassador Macharia Kamau, Permanent Representative of Kenya, and Dr. Vaughan Turekian, former science and technology adviser to the United States Secretary of State, who made the STI Forum a success these last two years. I look forward to working closely with my fellow Co-Chair, Ambassador Juan Sandoval Mendiolea, Deputy Permanent Representative of Mexico, to make this year’s forum fruitful based on the achievements of the previous two years.

          I think no one doubts that Science, Technology and Innovation have an important role to play in the achievement of the SDGs. On the other hand, it is necessary to carefully plan how to promote the implementation of the SDGs through the STI Forum. Ambassador Sandoval and I would like to consider the program benefitting from the support of Interagency Task Team (IATT) and 10 member group, and following the opinions expressed by the Member States. Today, I’d like to focus on the following two points:

1. Multi-Stakeholder Approach
          First, the STI Forum reaffirms, once again, that it is a venue for multiple stakeholders, including not only governments but also the private sector and academia, to discuss the role of STI in achieving the SDGs. For example, we may explore increasing online participation utilizing the existing technical platforms of the United Nations.
 
          Furthermore, as Co-Chair, I would like to devote myself to making the STI Forum attractive and beneficial to all the various stakeholders who will be participating, including through paying careful attention to the selection of distinguished and appealing speakers and guests.

2.Roadmap  
          Second, this year’s STI Forum will focus on Goal 6, Goal 7, Goal 11, Goal 12 and Goal 15. In addition, this year’s STI Forum will be a good opportunity to deepen the discussion on the roadmap to achieve SDGs by 2030, as considered at the 2nd STI Forum. In the roadmap, we will deepen consideration of cross-cutting issues related to STI for the SDGs, such as matchmaking between needs corresponding to social problems and science and technology, improving science and technology cooperation, promoting innovation, and developing human resources. We also acknowledge the need to include actions by all stakeholders from governments, private sector and academia, and to fully consider other issues surrounding STI for the SDGs such as society, the environment, and the economy.
 
(Conclusion)
          To achieve the SDGs, it is essential that everyone be able to benefit from advances in science and technology, which are accelerating on a global scale, while leaving no one behind. At the same time, it is important to utilize not only the most advanced technologies, but also existing science and technology, including “low-tech” solutions to achieve the SDGs.
 
          As Co-Chairs of the STI Forum, we, Ambassador Sandoval and I, set our minds to promoting dialogue among various stakeholders-emphasizing a key priority of the president of ECOSOC: “participation of all”- including governments, scientists, and the private sector in order to realize SDGs and a society that leaves no one behind. The opinions and inputs of every country are indispensable for this effort, and so we would like to ask for your cooperation.
