第80回国連総会第2委員会議題121「第2委員会作業方法の再活性化」：決議採択における林参事官による投票理由説明

Mr. Chair,
 
At the outset, Japan would like to convey our gratitude to the Chair and Members of the Bureau for their dedication to the process of revitalizing the work of the Second Committee.
 
We thank the Bureau for presenting a draft decision which includes concrete steps for this process, taking into consideration the discussions at the Plenary Meeting of the Committee on November 12th. Japan is happy to join the consensus.
 
Taking this opportunity, we would like to reiterate once again our belief that improving and maximizing the efficiency and effectiveness of the Second Committee is in the common interest of all Member States.
 
The Second Committee is an important venue for policy coordination among Member States based on the spirit of international cooperation enshrined in the UN Charter. However, the increasing number and duplication of resolutions and mandates place significant human, financial, and temporal burdens on each Mission. 
 
Therefore, we should work constructively to consolidate a comprehensive set of creative and actionable ideas to effectively and efficiently allocate our limited resources towards issues which have good potential for productive cooperation.
 
Japan remains committed to contributing constructively to the discussion on this matter and looks forward to future discussions.
