ウクライナ情勢に関する安保理会合における濱本公使ステートメント
令和5年10月27日
(As delivered)
Thank you, Mr. President.
I thank Deputy to the High Representative Mr. Adedeji Ebo and other briefer for their briefings.
Japan recalls that the Security Council discussed on this agenda two weeks ago. We would like to repeat our views.
No support should be given to a State that is violating international law and the UN Charter. It would be particularly unacceptable if support is rendered in violation of existing Security Council resolutions. All Member States should refrain from supporting Russia’s aggression either directly or indirectly.
In this regard, arms transfer from North Korea to Russia which directly violates relevant Security Council resolutions is absolutely unacceptable. Such transfer would not only exacerbate the situation in Ukraine, but also undermine the non-proliferation regime which we all value.
We urge them to abide by relevant Security Council resolutions and immediately cease all activities that violate them.
Mr. President,
Two days ago, we witnessed a proposed Security Council Resolution condenming violence against civilians and calling for compliance with obligations under international humanitarian law. That is what we want to realize in the war of aggression against Ukraine.
Let me remind ourselves. This war was launched by Russia. If Russia is truly concerned about the risks posed by the influx of weapon, it should immediately stop the war it started.
I thank you.
