国連総会PKO特別委員会(C-34)における濱本公使ステートメント

Thank you, Mr. Chair.

At the outset, I would like to assure you that my delegation stands ready to work with you in our role as a Vice-Chair of the Bureau in this important committee.

I would like to start by recalling our collective achievement last year. The Peacekeeping Ministerial was successfully concluded thanks to the leadership of the Republic of Korea and all Member States that made concrete pledges. We also welcome the launch of A4P+, which we fully support, and commend the Secretariat's tireless work to advance peacekeeping reforms. 

However, we also had to face the harsh reality that at least 25 peacekeeping personnel were killed in malicious attacks in 2021. Missions still operate in the shadow of COVID-19. I would like to pay tribute to those who have lost their lives serving in peacekeeping and to all the peacekeepers who have selflessly served in this challenging environment.

It is our collective responsibility in C-34 to transform the powerful momentum of the past year into a concrete set of actions that make real difference in peacekeeping on the ground.

Mr. Chair,

In order for peacekeeping missions, troops, police and personnel to perform to their best and to fully implement mandates, we advocate for further enhancement and development in the following areas throughout C-34's substantive sessions: 

First, strengthening partnerships between the UN Secretariat, troop- and police-contributing countries, and Member States. Japan has been a long-standing supporter of the UN Triangular Partnership Programme and Light Coordination Mechanism, and believes that these multilateral or bilateral arrangements are of value for improving the performance of peacekeeping. We remain committed to support their further expansion.

Secondly, ensuring the safety and security of peacekeepers, without which, peacekeepers will not be in a position to perform their best. In addition to the provision of trainers to the FMAC training program, we spearheaded support for UN's development of telemedicine capabilities. Full utilization of innovative technologies remains the key in this area, while it is important to ensure that the human rights and fundamental freedoms are fully respected at the use of these technologies in line with the UN Charter and cyber security is ensured.  

Third, ensuring the meaningful and effective participation of women in UN peacekeeping operations. Gender mainstreaming and gender parity should be fully taken into account in UN peacekeeping missions which will maximize operational effectiveness. As a proud donor to the senior women talent pipeline project, Japan will continue to advocate for participation of women in all categories, at all levels, and at all stages of peacekeeping planning and implementation.

Mr. Chair,

Japan also reiterates the importance of ensuring successful transitions to self-sustained peace, to which peacekeeping operations can contribute. For this, more aligned cooperation between the Peacebuilding Committee and other UN bodies, including the Security Council and the General Assembly, needs to be mainstreamed into peacekeeping planning.

Mr. Chair,

We value C-34 as an inclusive and comprehensive forum which can provide useful recommendations that in turn can be followed by concrete actions. My delegation looks forward to engaging in upcoming sessions, and we wish all negotiators and facilitators, with support from the Secretariat, fruitful outcomes.
