Co-chairs,
 
          At the outset, I would like to thank you for convening today’s meeting. The first IGN meeting created a positive atmosphere, which should be transformed into positive, tangible progress.
 
          Co-chairs, in today’s meeting, you asked us the Member States to make concrete suggestions, in order to update and improve “Elements of Commonality and Issues for Further Consideration”, which is also called “Food for Thoughts” paper. My delegation fully aligns itself with the statement made by Ambassador Mauro Vieira, Permanent Representative of Brazil, on behalf of the G4. Please allow me to stress several points in my national capacity.
 
 (African Common position)
          First, it is urgent that we correct the historical injustice that the African continent has suffered. To do this properly, when updating and improving the FFT paper, we must adequately reflect the Common African Position as described in the Ezulwini Consensus and the Sirte Declaration.
 
(Overall structure)
          Second, as already mentioned by Brazil on behalf of the G4, I would like to suggest that the FFT paper be reorganized in such a way that the two separate segments of “Elements of commonality” and “Issues for Further Consideration” are integrated. By integrating them, we will be able to highlight the five key issues, as stipulated in the GA decision 62/557, and their interlinkages. Under these five key issues, “Elements of commonality” and “Issues for Further Consideration” could be differentiated.
 
(Integration of the previous IGN papers into the FFT)
          My third point is to echo my Brazilian colleague representing the G4 and to support the idea of reflecting in the FFT paper the following documents:
  • “Elements of convergence on two of the five key issues of the Security Council reform”, as identified by the IGN of 70th session, and;
  • Relevant part of the “framework document” concerning regional representation, including paragraph b.29 “Distribution of seats in the case of expansion of both permanent and non-permanent seats”.
 
(Possibility of further suggestions)
          These are our preliminary but concrete suggestions so that the revised paper would represent a starting point for negotiations.
          We will continue to review the three IGN papers and to explore the best way to integrate and develop them into a single negotiating text.  Therefore, I wish to inform you, co-chairs, that there may be additional suggestions in the future. We also look forward to hearing practical suggestions from our colleagues during this meeting, which may require further reflection.
 
 
(Objective)
          In concluding my intervention, let me stress what we have to achieve at the end of this exercise.  As we go down this road of updating and improving the FFT paper, there should be one single text.  Today’s IGN meeting will be a successful one if we can make it a meaningful step toward the text-based negotiations.
          Creating the revised FFT paper is not an end in itself.  It is needless to say we will have to work on narrowing down the differences and the options as we go forward. We will support you in this challenging but important endeavor.
