Mr. Chair,
At the outset, I would like to thank Ms. Catherine Pollard, Under-Secretary-General for Management Strategy, Policy and Compliance, for providing a comprehensive overview of the financial situation of the United Nations, and Mr. Chandramouli Ramanathan, Assistant Secretary-General and Controller, for his briefing regarding the management of the liquidity situation.
Mr. Chair,
We welcome that this Committee could agree on measures to improve the financial situation of the United Nations during the Second Resumed Session of the 76th Session. With these measures we provided, we hope that the Organization will be able to focus more on program delivery and achieving concrete results effectively and efficiently rather than on liquidity management. We truly look forward to seeing actual improvements in cost-effective implementation of the budget as a result of these additional measures, and we expect to be well-informed of the improvements.
At the same time, we must recall that it is the responsibility of each Member State to pay its assessed contributions in full and in a timely manner. For our part, Japan has been faithfully fulfilling its obligations and will continue to do so. Japan's determination to contribute actively to the implementation of the UN's mandates is unwavering.
Mr. Chair,
Taking this opportunity, my delegation would like to stress the importance of setting realistic resource levels that are both necessary and sufficient for the delivery of the given mandates. Moreover, the resources of the Member States are finite. It is therefore the shared responsibility of the Member States and the Secretariat to continuously seek to improve the effective and efficient use of resources so that we can maintain a high level of accountability to our taxpayers. In this regard, Japan appreciates the Secretariat’s continuous efforts to provide necessary information on the financial situation of the Organization.
Mr. Chair,
In this Committee’s deliberations, Japan will continue to call for budgetary discipline, which is indispensable for the UN to operate and deliver on its mandates accountably. My delegation is committed to having constructive discussions based on this principle.
