Statement by Ms. ABO Ai
First Secretary, Permanent Mission of Japan to the United Nations

Agenda item 138: Proposed programme budget 2023 – Special Political Missions

Main Part of the 77th Session of the Fifth Committee
of the United Nations General Assembly
14 October 2022

(Check against delivery)
Mr. Chair,

First of all, I would like to thank Mr. Chandru Ramanathan, Assistant Secretary-General and Controller, for presenting the Secretary-General’s reports on Special Political Missions, as well as Mr. Abdallah Bachar Bong, Chair of the ACABQ, for introducing the Advisory Committee's reports.

Mr. Chair,

Let me take this opportunity to express our sincere appreciation for the efforts and achievements of the personnel of the Special Political Missions struggling with difficult tasks in very challenging environments.

Japan greatly values Special Political Missions and will continue to support them. SPMs have played and will continue to play a critical role in sustaining peace and stability by preventing, managing, and resolving conflicts.

Mr. Chair,

We, all Member States, have a responsibility to make sure that missions have the necessary resources and that they make the best use of finite resources to deliver mandates and results efficiently and effectively. In this regard, we welcome that the Secretary-General took steps to review the necessity of some vacant positions and the possibility of rejuvenating some positions under the SPMs’ budgets. However, my delegation remains concerned with the high number of long vacant positions and the divergence between the proposed vacancy rates and actual rates in several missions. We will carefully examine the circumstances of each long vacant position and whether vacancy rates are aligned with actual rates, because we believe that these reviews are beneficial and needed for the revitalization of the organization and will contribute to ensuring a more effective allocation of our resources.

Mr. Chair,

In closing, I would like to express our commitment to engaging positively and constructively in the upcoming discussion in order to achieve a good outcome through a collective effort as a committee on this important agenda item.

Thank you.
