Statement by H.E. Ambassador YAMAZAKI Kazuyuki, Permanent Representative of Japan to the United Nations, at the United Nations Security Council Open Debate titled “The United Nations Organization: Looking into the Future”

Thank you, Madam President.
 
Eighty years ago, the United Nations was established with the firm determination to protect international peace and security, and the primary responsibility for this has rested with the Security Council.
 
The fundamental principles that form the basis of international peace and security in the UN Charter are peaceful settlement of disputes and the prohibition of the threat or use of force.

It is therefore truly regrettable to witness the current situation where these principles, which have been agreed upon by the entire world, are at times not being upheld. Attempts to acquire territory by force, even by a permanent member of the Security Council, are clear violation of the Charter and must absolutely not be tolerated.
 
Also, I would like to reiterate that "Pact for the Future," adopted by leaders of all the UN members, reaffirms the imperative of upholding and promoting the rule of law in accordance with the principles of the Charter.  Promoting the rule of law should be the first and foremost task of the Security Council, and we must cast light on how the Council should act better to realize our world leaders’ commitment.
 
“Pact for the Future” also recognizes the urgent need for Security Council reform. It is noteworthy that around 100 Member States stressed the importance of Security Council reform during last month’s General Debate.

Japan firmly believes that it is necessary to expand the membership in both permanent and non-permanent categories to make the Council more representative, legitimate and effective.

It is crucial that the forthcoming session of the Intergovernmental Negotiations (IGN) generates tangible progress in developing a consolidated model to start text-based negotiations as soon as possible.
 
Madam President,

At this historic juncture of the 80th anniversary of the UN, Japan reaffirms its commitment to the shared responsibility of ensuring that this Organization remains fit for purpose in the 21st century.

In this regard, Japan supports the Secretary-General’s UN80 Initiative. While the UN’s fundamental role to address global challenges should not be compromised, Japan will continue to work closely with the UN Secretariat and Member States to realize UN reform, which is necessary for the future of the UN.
 
Now more than ever, we must further evolve, in order to reflect the realities of today's international society, to effectively address the global challenges and to meet the expectations of people around the world.

It is we, the Member States, who must ensure that our Organization can live up to this demand. Japan will spare no effort in this endeavor.
