Statement by H.E. Ambassador YAMAZAKI Kazuyuki, Permanent Representative of Japan to the United Nations, at the United Nations Security Council Arria-Formula Meeting on “Safe Seas, Shared Security: Protecting Freedom of Navigation in an Evolving Security Environment”

 
Thank you, Mr. Chair. We are grateful for the convening of this meeting on a matter that could not be more timely.
 
As a maritime nation, Japan strongly emphasizes that freedom of navigation stipulated in UNCLOS is an integral pillar of the international order based on the rule of law. This is especially true in strategically located transit routes that serve as lifelines for global commerce.
 
In this regard, we thank today's briefers for providing us with up-to-date reports on the situation regarding the Straits of Hormuz and the Strait of Bab-el-Mandeb. Japan is deeply concerned that insecurity in these strategic sea lanes is having far-reaching implications for global energy and food security.
 
It is of utmost importance to restore free and safe navigation through the Straits as soon as possible. I should also stress that the transit through the Strait of Hormuz without any additional costs must be ensured as has previously been the case. The future of this vital waterway should be discussed among all stakeholders, including the littoral states, states using the Strait, and the International Maritime Organization. The discussion must be conducted in accordance with international law as reflected in UNCLOS.
 
We are also increasingly concerned that the recent attacks by the Houthis are destabilizing the entire region, including the Bab-el-Mandeb Strait and the Red Sea. Any attacks on civilians and civilian infrastructure, as well as any actions that impede the free and safe navigation of vessels, can never be tolerated and must cease immediately.
 
In conclusion, Japan will continue its diplomatic efforts, in close coordination with the international community, to safeguard navigational rights and freedoms for all.
