Statement by H.E. Ambassador YAMAZAKI Kazuyuki, Permanent Representative of Japan to the United Nations, at the Plenary Meeting of the General Assembly on “use of the veto”

Thank you, Mr. President.
Three years have passed since Russia began its unprovoked war of aggression against the sovereign nation of Ukraine. It is quite regrettable that Russia has disregarded the repeated calls from the members of the General Assembly, and the entire international community.
The consequences of Russia’s ruthless and indiscriminate attacks have been significant, with tremendous losses of life and injuries to innocent civilians, and the global repercussions are far-reaching. Japan condemns in the strongest terms Russia's aggression against Ukraine and hopes that the various diplomatic efforts which are currently ongoing will bear fruit and help achieve a breakthrough in the situation.
Mr. President,
The UN Charter serves as the foundation of all international relations and a common agreement that all Member States must faithfully observe. It is particularly crucial for a permanent member, who is supposed to bear the heaviest burden for the maintenance of international peace and security under Article1, paragraph 1 of its Charter, to fulfill its special responsibility.
Russia's aggression against Ukraine is, however, a clear and blatant violation of international law including the UN Charter, fundamentally undermining the foundation. If such violations were to be ignored, it would send the international community back to a state of chaos, driven by brute force and coercion. We therefore stand side by side with the people of Ukraine. We must uphold the international order based on the rule of law.
Japan aspires that the diplomatic efforts, under the solidarity of the international community, will lead to a realization of a just and lasting peace based on the purposes and principles of the UN Charter as soon as possible.
Furthermore, as decided in the Pact for the Future, Japan believes that we need to fully implement and adhere to all provisions of the Charter of the United Nations as they relate to the decision-making process in the Security Council, including Article 27 (3) of the Charter.
Japan also strongly condemns the engagement of North Korea’s troops in combat against Ukraine, which also constitutes a clear violation of international law including the UN Charter. Japan also reiterates its deep concern about the military cooperation between Iran and Russia.
The international community must refrain from any action, direct or indirect, that would support Russia’s aggression. Japan reiterates that this is not a matter of choosing sides between Ukraine and Russia, but of a matter of principle of either upholding or disregarding the UN Charter.
Any unilateral attempt to change the status quo by force is unacceptable anywhere in the world and such an attempt should never succeed. The repercussions of allowing such attempts to occur would be global and undoubtedly affect everyone for years to come.
Mr. President,
Japan reiterates its deepest respect and unwavering solidarity with the people of Ukraine, who have been defending their country and its future for three long years. Japan will continue its efforts and stand firmly with Ukraine and the international community until a comprehensive, just and lasting peace based on the purposes and principles of the UN Charter is achieved in Ukraine.
