Remarks by H.E. Mr. YAMANAKA Osamu, Deputy Permanent Representative of Japan to the United Nations, ECOSOC Operational Activities for Development Segment

Thank you, Mr. Vice President,
 
I would like to start by thanking Mr. SG, Madam SDG and their team for working on the comprehensive report.
 
The report provides a detailed assessment of the current situation and recommendations regarding the RC system. In particular, we value a couple of points; firstly, it says “among host country Governments, 92 percent appreciated the value of resident coordinators” and “Between 90 and 95 percent of those governments see UN Entities as working in close collaboration across humanitarian, development and peace-building activities”. The report also points out that the efficiency gain in the UN development system has increased from 2021 to 2022 by 47%.
 
We also thank the Secretariat for their explanation before and at the Roundtable in January and the case study briefings about five countries on the Secretary General’s initiative. The case studies have clearly shown the added value of the RC system as a "one-stop shop" including through convening and coordinating stakeholders such as UN entities, host governments, the private sector and NGOs.
 
Regarding the hybrid 2.0 funding model which the SG mentioned, we would like to request that enough efforts be made to consult with Member States and exchange views on the funding model, with more detailed information and an overall picture of the budget balance provided, following the questions raised by Member States at the roundtable and other briefings.
 
In closing, I would like to reassure you of Japan’s continued and constructive engagement in considerations of sustainable funding models for the RC system.
