Statement by H.E. Ambassador YAMANAKA Osamu, Deputy Permanent Representative, Permanent Mission of Japan to the United Nations, Organization of Work, Second Resumed Part of the 77th Session of the Fifth Committee of the United Nations General Assembly

Mr. Chair,
 
At the outset, my delegation would like to extend our sincere appreciation for your leadership, and for the valuable contributions and tireless work of the bureau members and the Fifth Committee Secretariat to make this Committee's work possible. We would also like to pay tribute to the dedication of the uniformed and civilian personnel participating in UN Peacekeeping Operations around the world, and to their sacrifices toward the cause of peace.
 
Mr. Chair,
 
Japan has been and remains a strong supporter of UN Peacekeeping Operations, which play an important role in international peace and security. We will engage constructively in budget negotiations to ensure that these missions are adequately funded to fully deliver their mandates. However, this must go hand-in-hand with ensuring the effective and efficient use of resources. We will focus therefore on accountability and the impact of operations, as well as the performance of each mission.
 
We would like to welcome once again that last year the General Assembly succeeded in adopting a resolution on crosscutting issues for the first time in six years. Japan considers it one of the responsibilities of the Member States to give guidance to UN Peacekeeping Operations on a wide range of administrative and budgetary policies, and aims to continue to do so.
 
Also in this session, we have before us a number of complex agenda items, including closing missions, investing in prevention and peacebuilding, and reimbursement for contingent-owned equipment. My delegation will engage in all the discussions of this session in a positive and constructive manner with a view to achieving consensus on all agenda items by the scheduled deadline.
