Statement by H.E. Ambassador YAMANAKA Osamu, Deputy Permanent Representative of Japan to the United Nations, Organization of Work, First Resumed Part of the 77th Session of the Fifth Committee of the United Nations General Assembly

Mr. Chair,
I would like to begin by thanking the Chair of the Fifth Committee, the bureau members, all the staff of the Secretariat, and the members of the ACABQ for their valuable contributions and tireless work to make this Committee’s work possible. I would also like to congratulate Cuba for assuming the Chairmanship of the Group of 77 and China.
Mr. Chair,
The agenda items before us to be discussed this month include important issues such as accountability, supply chain activities, air travel, as well as capital investment planning, ICT strategy of the UN, and above all, human resources management. My delegation will carefully consider these agenda items to ensure that the Organization can better deliver on its mandates by making the UN stronger, more integrated, and more accountable.
Human resources management is a key element of an effective and efficient operation of any kind of organization, whether it be a company, a government, or the United Nations. Regrettably, we, as Member States, have failed in previous years to give consensual guidance to the Secretary-General and to promote his efforts to improve the organization through robust reform. Let us redouble our efforts in this regard and strive to give proper guidance by constructively and faithfully negotiating in the Fifth Committee.

Lastly, my delegation reiterates the critical importance of preserving the role of the Fifth Committee, which is entrusted with the responsibility for administrative and budgetary matters of the UN, and the long-established practice of this Committee of achieving agreement by consensus.
I assure that my delegation will engage in all the discussions of this session in a positive and constructive manner.
