Statement by H.E. Ambassador UMETSU Shigeru, Deputy Permanent Representative of Japan to the United Nations, at the United Nations General Assembly Plenary Meeting on Cooperation between the United Nations and the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO)

Mr. President,
Excellencies and Dear Colleagues,
 
Japan is pleased and honored to formally introduce the biennial resolution “Cooperation between the United Nations and the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO)” at the 79th session of the UN General Assembly. As the Chair of the Preparatory Commission for the CTBTO held in Vienna this year, Japan submits this draft resolution for adoption based on resolution A/54/280 adopted in 2000, in accordance with precedented practice.
 
Taking note of the Report of the UN Secretary-General on Cooperation between the UN and regional and other organizations and the Report of the Executive Secretary of the Preparatory Commission for the CTBTO, this resolution expresses appreciation for the New York liaison mechanism established in June 2017 between the UN and the Preparatory Commission for the CTBTO. It also decides to include the same sub-item to discuss the cooperation between the two organizations under the item “Cooperation between the UN and regional and other organizations” in the provisional agenda of the 81st Session of the UN General Assembly
 
The CTBTO Preparatory Commission is an important body that makes necessary preparations for the implementation of the Treaty, including the development of a verification system to verify compliance until the CTBT enters into force and the first Conference of the Parties is completed. The Provisional Technical Secretariat of the CTBTO enforces the decisions of the Preparatory Commission. Their activities have a significant role for nuclear disarmament and non-proliferation, and contribute to the peace and security of the international community and to the achievement of the purposes and principles of the UN Charter. Therefore, close cooperation between the UN and the CTBTO Preparatory Commission is our common value.
 
Japan expresses its gratitude to all the Member States that have co-sponsored this resolution and would like to welcome additional co-sponsors to join here as well. I am confident that the unanimous adoption of this resolution by the UN General Assembly, as in the past, will reaffirm our international commitment to the CTBT.
