Statement by H.E. Ambassador UMETSU Shigeru, Deputy Permanent Representative of Japan to the United Nations, at the Informal Meeting of the Plenary to hear a briefing by the Independent Institution on Missing Persons in Syria
2025/6/12

(As delivered)
Thank you, Mr. President.
I would like to thank Ms. Quintana, the Head of the Independent Institution on Missing Persons in the Syrian Arab Republic, for her detailed and comprehensive briefing.
As time goes on without news of missing loved ones, the anguish of their families only intensifies. Japan wholeheartedly supports all families who have been tirelessly seeking information about their missing relatives. It is crucial that the international community remains committed to finding the missing and providing support to both the victims and their families.
In this regard, Japan welcomes the establishment of the IIMP and appreciates the efforts it has undertaken so far, as outlined by Ms. Quintana. With the dramatic changes in Syria's political situation and the human rights violations committed under the previous regime now coming to light, the role of this Institution is more important than ever. We expect the Independent Institution to be effective, efficient, and deliver concrete progress in a timely manner.
Mr. President,
Political transition process in Syria has moved positively, and this trajectory must be maintained. Japan values the efforts made by the Syrian interim government to engage in dialogue toward an inclusive political solution and national reconciliation, as well as its commitment to continue working toward a peaceful and stable transition.
In this regard, Japan welcomes the establishment of a National Commission on Transitional Justice and a National Commission on Missing Persons in Syria. We hope the Independent Institution and the interim government will cooperate fully toward the implementation of General Assembly resolution 77/301.
Japan stands in solidarity with the people of Syria, and we will strive to ensure their human dignity, including their right to know the whereabouts of the missing.
Thank you.
