Statement by H.E. Ambassador UMETSU Shigeru, Deputy Permanent Representative of Japan to the United Nations, at the Interactive Dialogue “the Pact for the Future and the UN 80 Initiative: From Commitments to Delivery”

Madam President,
Thank you for convening this timely dialogue on the two important initiatives. Allow me to make three observations.
First, the Pact for the Future (“the Pact”) and the UN80 Initiative should be understood as two inseparable elements guiding the UN forward. The Pact articulates our collective commitments, while UN80 Initiative is an effort to ensure maximum impact with limited resources. These two must function in tandem to drive the UN towards a more efficient, effective and sustainable future. Both the Organization and Member States should embrace this shared vision.
Second, noting that the Pact presents a broad and integrated framework of actions, it is essential to yield tangible impact through collective efforts in addressing the most serious and immediate challenges facing the international community.
In this regard, as stipulated under Action 39 of the Pact, Japan stresses the urgent need to reform the Security Council from its current structure into one that truly reflects the contemporary geopolitical realities, which is crucial to restore confidence in the UN as the centre of multilateralism. In this regard, expansion in both the permanent and non-permanent categories is essential to make the Council truly more democratic and accountable.
Third, regarding the UN80 Initiative, optimization and streamlining of the UN system and its activities are essential for effective Pact implementation. Drawing upon the findings of the mandate reviews, Japan supports efforts to eliminate redundancies and to ensure resources where the UN can deliver the greatest impact.
UN80 Initiative should promote coherence and coordination, as well as increase synergies across the system. In this regard, Japan would like to emphasize the significance of the concept of human security, which seamlessly links conflict resolution, reconstruction and sustainable development, and places people at the centre. The concept serves as a practical approach and is best realized by eliminating silos and enhancing synergies among agencies.
Furthermore, to effectively advance the process of the UN80Initiative, Japan believes it is important to ensure appropriate engagement by Member States and sufficient information sharing, and therefore, requests that the Secretary-General's consolidated report be shared in a transparent manner.
In conclusion, given financial constraints, implementation of the Pact must be efficient and effective. Japan firmly believes the Pact and the UN80 Initiative are the inseparable wheels driving the UN as "One UN" toward a more responsive and credible future.
