Statement by H.E. Ambassador UMETSU Shigeru, Deputy Permanent Representative of Japan to the United Nations, Organization of Work, First Resumed Part of the 79th Session of the Fifth Committee of the United Nations General Assembly

Madame Chair, 

I would like to begin by thanking the Chair of the Fifth Committee, the bureau members, the Secretariat staff, and the members of the ACABQ for their valuable contributions and tireless work for this Committee. I would also like to congratulate Iraq for assuming the Chairmanship of the Group of 77 and China. 
 
Madame Chair, 
 
The agenda items before us to be discussed this session include important issues such as accountability System, supply chain activities, air travel, as well as the financial situation, United Nations Assistance Mission for Iraq, and above all, human resources management.  My delegation will carefully consider these agenda items to ensure that the Organization can deliver on its mandates by making the UN more integrated, effective, efficient and accountable.
 
Two years ago, we adopted a resolution on human resource management after over six years of negotiation and successfully provided solid guidance to the United Nations. Regrettably, we could not reach a consensus to adopt the comprehensive resolution last year. Human resource management is a key element of success for any kind of organization, whether it be a company, a government, or the United Nations. We look forward to examining the Secretary-General’s ongoing efforts regarding human resource management, including on equitable geographical distribution, and we stand ready to engage in negotiations constructively and faithfully.
  
In closing, I assure you that my delegation will engage in all the discussions of this session in a positive and constructive manner.
