Statement by H.E. Ambassador UEMURA Tsukasa, Special Representative of the Government of Japan, Special Envoy of the Government of Japan for the Middle East Peace, at the High-Level Conference on the Two-State Solution

Thank you, Co-Chairs.
We extend our sincere gratitude to France and Saudi Arabia for their leadership in convening this high-level conference.
In collaboration with Norway, our trusted partner and co-chair of the working group 4, we have engaged in vital discussions on practical measures to enhance the economic viability of the Palestinian State, as part of our collective efforts toward a two-state solution.

The people of Gaza are enduring a grave humanitarian crisis marked by hunger and malnutrition.
The conflict, now spanning a total of 21 months, has caused significant loss of lives, including innocent civilians and aid workers, such as staff from UNRWA. This is a profound tragedy.
Humanitarian aid must never be contingent on political or military considerations. It is imperative that the United Nations and humanitarian agencies can operate independently and impartially. In this regard, we reaffirm that UNRWA continues to play an indispensable role in supporting Palestine refugees across the region.
Co-Chairs and Excellencies,
Japan reiterates our urgent call for Hamas to immediately and unconditionally release all remaining hostages. In the meantime, Japan firmly opposes any action that undermines the realization of a two-state solution, including the potential reoccupation of Gaza and the expansion of settlement activities in the West Bank.
It is critical that all parties seize the momentum generated by this conference, renounce military solutions, and work earnestly toward the resumption of the Gaza ceasefire and the broader peace process.

Japan fully acknowledges the aspirations of the Palestinian people to establish an independent state and remains steadfast in supporting their efforts.
Japan has consistently backed a two-state solution and, during its tenure on the Security Council last year, voted in favor of the resolution supporting Palestine's application for UN membership.
Taking into account the outcomes of this high-level conference and with a view toward fostering peace, we will continue a comprehensive assessment of the issue of recognizing Palestinian statehood, including the appropriate timing.
