Explanation of Position by Ms. TAKEHANA Chihiro, Counsellor, Permanent Mission of Japan to the United Nations, at the General Assembly on the adoption of the Resolution “UN80” proposed by Russian Federation (Français / English)

Mr. President,
 
At the outset, Japan wishes to reaffirm its unwavering commitment to multilateralism and to the “UN 80” initiative, which seeks to respond to the urgent need to revitalize the United Nations.
 
We understand that the Secretary-General, drawing lessons from past reform efforts—where negotiations on mandates often faced deadlock among Member States—is preparing a report aimed at fostering a more productive approach to reform, notably through a review of the implementation of mandates as of 31 July. In this context, we believe that this draft resolution is not intended to hinder these efforts, but rather to support and encourage them.
 
As the Secretary-General rightly emphasized, the success of the UN 80 initiative relies on shared and complementary responsibilities among all of us. Japan remains fully committed to contributing constructively to the advancement of this vital reform process.
