Explanation of Vote by H.E. Ambassador SHINO Mitsuko, Deputy Permanent Representative of Japan to the United Nations, at the Security Council Meeting for Adoption of two resolutions regarding Al-Shabaab Sanctions

Thank you, Mr. President.
 
I would like to express Japan’s profound appreciation for the penholder’s tireless efforts to converge divergent views.
 
Japan has voted in favour of these important resolutions. The resolutions allow the Federal Government of Somalia to acquire the necessary types of equipment more smoothly to advance its urgently needed security sector reform, while continuing to make it difficult for Al-Shabaab to access weapons, ammunition, and financial resources. The renewed sanctions regime reflects the ground reality based on reports from UN organizations and the Panel of Experts. It will enhance greater regional cooperation, which is essential to degrade Al-Shabaab in the region.  
 
Full implementation of these resolutions by the entire international community is essential. In this regard, we welcome the extension of the broad mandate of the Panel of Experts, and we applaud their professionalism and dedication.
 
Japan commends the continuous efforts of the Federal Government of Somalia to fulfill the benchmarks of the sanctions regime. Japan reaffirms its commitment to support these efforts including through active contributions to the work of the sanctions committee.
