Statement by Professor MURAOKA Azusa, Advisor to the Government of Japan, at the Third Committee Interactive Dialogue with the Special Rapporteur on the Right to Education, Ms. Farida Shaheed
2026/10/29

Thank you, Madam Chair.
I am honored to be here as the Special Advisor to the Japanese delegation based on the recommendations put forth by Japanese women’s NGOs, a tradition that has endured since 1957.
Regarding the Special Rapporteur’s report and presentation, Japan recognises that achieving the right to education requires both sustainable funding and equitable, high‑quality education for all, including girls.
The Government of Japan promotes gender equality through education and supports women in STEM as per the “Basic Policy on Gender Equality and Empowerment of Women” and related policies. As a molecular scientist and faculty member at Japan Women’s University, I am deeply committed to fostering and developing the next generation of women researchers in these fields.
In its development cooperation, Japan will continue to strongly promote education, emphasising quality education for all, the empowerment of women, children and youth, and ensuring educational opportunities in conflict and disaster situations. Under the concept of human security, Japan continues to promote ‘investment in people’ alongside partners, including those in Africa, with a focus on primary education and strengthening women’s empowerment and resilience. Furthermore, Japan actively promotes the Women, Peace, and Security agenda across all levels, from diplomatic policy to grassroots implementation.
In conclusion, Japan remains firmly committed to the realisation of the right to education and will continue to be an active contributor to this agenda within the Third Committee and beyond.
I thank you.
