Remarks by Mr. MORI Takatoshi, Minister, Permanent Mission of Japan to the United Nations, at the UNDP/UNOPS/UNFPA Executive Board Meeting (Engagement with the UN80 Initiative)

Thank you, Mr. President. Distinguished members of the board, excellencies, ladies and gentlemen.
 
Japan aligns itself with the joint statement delivered by Germany. Japan continuously supports the objectives and ongoing efforts of the UN80 initiative. That said, I would like to make a few additional comments in my national capacity.
 
First, regarding the proposed merger of UNFPA and UN Women, we appreciate the dedicated efforts reflected in the comprehensive report including alternative options, which provides a valuable framework for comparison, including from a cost aspect. We also appreciate the additional merger assessment shared last week, which provides detailed scenarios of mergers and associated processes, as well as the reassuring response to our question regarding UNFPA’s role in addressing population dynamics.
 
We will continue to remain focused on ensuring that the original mandates of both organizations are fully preserved across all options under consideration.
 
Furthermore, the next steps should also further address financial aspects including initial costs and funding mechanisms, as well as implementation processes and concrete measures to minimize any disruption to essential ground-level operations.
 
Second, regarding a possible UNDP/UNOPS merger, Japan has consistently emphasized the importance of maintaining and strengthening field-level service delivery particularly in fragile settings, while preserving both organizations’ mandates, expertise and trusted partnerships.
 
Japan welcomes the jointly developed terms of reference for the independent assessment. To determine our position, an evidence-based and objective analysis should be provided. Relevant information and emerging findings should be shared at an early stage.
 
Furthermore, Japan expects regular and transparent updates on the assessment and next steps, as well as clear information on the funding sources and cost breakdowns for the assessment and implementation of any option considered.
