Statement by Dr. MIZUTA Shinichi, Minister Counsellor, Permanent Mission of Japan to the United Nations, at the Peacebuilding Commission (PBC) Ambassadorial-Level Meeting on the Central African Republic

Thank you, Chair, for organizing this meeting, and to all the briefers for their valuable input.
The Central African Republic (CAR) is now at a critical juncture. A series of National Assembly elections following the presidential election last December have showed the people’s strong commitment to achieving a stable democracy. We have serious concern, however, on the increasing number of reports of attacks on civilians and peacekeepers.
The Political Agreement for Peace and Reconciliation signed in February 2019 must be observed by all concerned parties. The international community should continue to help every effort for this cause. In this regard, we welcome the recent high-level joint visit by AU, UN, ECCAS, and EU to CAR. The visit left a positive impact on the political process with a renewed commitment. MINUSCA has been playing a commendable role in maintaining peace and stability on the ground. Their safety is of utmost importance and must be protected.
Japan, along with international partners, has fulfilled its part of international support to CAR. We need to take a comprehensive approach in giving due consideration to both the political process and to human security on the ground which, if further deteriorates, leads to the instability that derails the national endeavor.
First, credible, transparent and inclusive elections are the key to sustainable peace and development of the country. Japan has contributed about 2.2 million USD for equipment of the presidential and National Assembly elections in this regard.
Second, COVID-19 has negatively affected the most vulnerable in the world. CAR is no exception, particularly due to its lack of strong governance and institutions including porous borders, weak surveillance and case management capacities. Japan has provided emergency assistance of approximately 3 million USD to CAR for medical, sanitary supplies, and risk education for prevention of the further spread of COVID-19 working closely with UNICEF in this process.
Third, CAR has been suffering from a prolonged food shortage which is impacting the very survival of the people. Japan has recently announced an Emergency Grant Aid of 1.2 million USD to CAR for food assistance to approximately 16,000 people and for hygiene kits for approximately 3,000 households.
Japan continues to work for peace and stability of CAR together with regional and international organizations by supporting them in building effective, accountable and inclusive institutions under the banner of the New Approach for Peace and Stability in Africa (NAPSA) launched at TICAD 7 held in Yokohama in 2019.
Allow me to conclude by expressing deep appreciation for all the dedication and efforts of the UN officials and MINUSCA in the most challenging conditions.
